Los Angeles County Professional Peace Officers Association
Brian Moriguchi is the current president of the Los Angeles County Professional Peace Officers Association (PPOA), serving his eighth term as president. He represents over 8,900 members of the Los Angeles County Sheriff’s Department, Office of the Coroner and District Attorney’s Office. PPOA provides additional services beyond most unions including banking through their own credit union and insurance through their own insurance agency. Moriguchi also serves as the chairperson for contract negotiations and also as president of the PPOA charitable foundation, The Star & Shield Foundation.
Moriguchi is a 31-year veteran of the Los Angeles County Sheriff’s Department and currently holds the rank of lieutenant. He has worked a variety of assignments including patrol, custody, detectives and administration. He has a strong civil rights background having served as the president of the San Fernando Valley Chapter of the Japanese American Citizens League, chair of the Los Angeles County Human Relations Commission’s Network Against Hate Crimes and as an appointed member of the California Committee of the United States Civil Rights Commission. He has held other board positions with the California Peace Officers Memorial Foundation (CPOMF), Southern California Alliance of Law Enforcement (SCALE), Los Angeles Coalition of Police & Sheriffs, A Safer California Foundation, and the McKinley Children’s Center.
Riverside Sheriffs Association
Robert Masson is the current President of the Riverside Sheriffs’ Association. He has held that position for the last three years. He has been a sworn peace officer with the Riverside County Sheriff’s Department since September, 1988. During his twenty-six years with the Riverside Sheriff’s Department he has held the positions of Deputy Sheriff, Senior Deputy, Senior Sheriff’s Investigator, Lead Investigator and Master Investigator. Mr. Masson’s assignments have included, Riverside County Jail, Riverside Patrol, Special Investigations Bureau, West County Narcotics Task Force, Southwest Narcotics Task Force, DEA Task Force and Central Homicide Unit.
In addition to being the RSA President and the CCLEA Vice President, Mr. Masson is the Chairman of the RSA Political Action Committee; Secretary of the Riverside County Deputy Sheriff Relief Foundation; Vice President of Healing Outreach Prevention Education (HOPE); Board Member/Law Enforcement Liaison, Inland Empire Hispanic Leadership Committee (IEHLC); Vice Chair, Southern California Alliance of Law Enforcement (SCALE); Board Member, California Peace Officers Memorial Foundation (CPOMF); Board Member, Moreno Valley Hispanic Chamber (MVHC); State Central Committee of California Republican Party Delegate; Volunteer Field Representative/Public Safety Issues, Senator Jeff Stone; and a UCR Extension Adjunct Professor, teaching Serial Killer and Sexual Predator Profiling.
Los Angeles Police Protective League
Craig Lally is the President of the Los Angeles Police Protective League in Los Angeles, California. The Los Angeles Police Protective League represents the more than 9,900 dedicated and professional sworn members of the Los Angeles Police Department. The League seeks to advance the interests of LAPD officers through legislative and legal advocacy, political action and education. As President, Lieutenant Lally works daily with the Los Angeles Police Department, community groups and fellow officers to protect the rights, interests and welfare of the members of the League.
Lieutenant Lally was born in Cleveland, Ohio and joined the Los Angeles Police Department on March 31, 1981. He worked various patrol assignments for over 25 years as a Police Officer (in the elite Metropolitan Division), Sergeant and Lieutenant. He has received approximately 200 commendations throughout his career, both from the Department and the community.
Lally was elected as a Director to the Los Angeles Police Protective League on January 1, 2012 and elected President on January 1, 2015. He currently serves on the Board of Directors of the Valley Industry and Commerce Association, the Executive Board of the California Coalition of Law Enforcement Association , and the Board of Directors of the California Police Officers Memorial Foundation.
San Diego Police Officers Association, Inc.
Brian Marvel joined the San Diego Police Department in 1999. He served ten years in patrol operations at several divisions. He currently works in the Wellness Unit and is the Military Liaison officer for the department. He is a veteran and an adjunct professor at the San Diego Regional Police Academy. Brian is the President of the San Diego Police Officers Association and Californians Against Slavery. Brian was elected to the SDPOA board in 2006 and elected as President in 2009.
